Indeed. Cheats only stop you from getting 100% in San Andreas, not Vice City. They do bring your overall criminal level down with cheats though.

I havn't heard the Johnson part, but otherwise this has been found before. Some say Tokyo is the next one because of that. Carcer city is the setting you're in when you play Manhunt, another R* game. All in all, I say this is just an easter egg. There isn't any message behind it. It's just a point to many of R*'s properties and stuff. But really, nobody's exactly sure.

Yes. First, find some of your Grove Street gang members. Lock on to them and press Up on the D-pad (PS2 version). Now that member will follow you and shoot whatever you shoot the best they can. Press Up again to get them to follow you and press Down to make them stay where they are. Hold the Down button to disband all of your gang members.

Go to the top of the page and you'll see a bar. Look for the 'Store' button and click. You'll be taken to your little menu where you'll see how much cash you have, some links to the various shops to spend it on, and the bank to store it in.

Because they are nothing but an irritation. One that, while fun to take out, shouldn't be brought in, in the first place. For example, when you were doing Triad jobs in SF, the Rifa wasn't really that much of a bother, was it?
