SWAT tank is only avaliable in the last mission, take it to your garage and then kill yourself, the tank should still be there. Or, if you're on PC, some mods make the tank spawn outside the last mission

Yes they get mad somtimes. I tell them I dont suffer from mental retardation and I wont jack a car, run over peds, take out an M4, start shooting at peds, eat a pizza and then jump off a building.
