I think he means as in there being a state rather then just a city, like San Andreas was.

Liberty City in San Andreas was originally planned for that, hint why half the city is there and there is a safe house on solid ground.

I slowed it down and watched it in a small program myself too, very interesting, the bright moving signs for example, are news tickers, which I found quiet funny. Nice job .

Yep, Adobe are releasing it as Dreamweaver CS3 in there Creative Suite 3 release in the coming weeks. So far it looks great, Ajax integration, new CSS supports and more the likely a new interface. Photoshop and Fireworks integration too, which is something that will be of great use.
