I've retired VC & SA w/ over $200,000,000. LOTS of vigilante work.

This would have saved me $10, but I'm not complaining. Both games are worth the $20 I paid for each. Now they just need to release the PC versions.

You do a drive-by. Your SMG class weapon is replaced w/ pizzas & you shoot to throw a pizza.

I've found both cruising around either in Portland (by Punk Noodles) & Stauten Island (by the stadium). Just cruise around the area for a while. You could also try doing Fire & Vigilante missions, sometimes rare cars show up for those.

Yeah, that was one of my first hacks when I originally got the PC version. For those playing console versions, I skydive onto the deck of the carrier (very front) & get one of the SF pics out of the way at the same time, then make a bonzia run to the Pay & Spray by Wang Autos. I got the Phoenix by failing one of the SF races.

Max out your stamina, lung capacity & bicycle skill, get your fat to minimal & muscle about 1/2. Eat 2 pizzas just before you take the race.

RanxeroX - I think I know how to fix your problem. You said you replaced the Emperor w/ a Viper, try replacing it w/ a 4-door car like a Chrysler 300, Dodge Charger or Dodge Magnum (all newer models). I ran into similar glitches in VC when I swapped cars in it.

Can't remember where I saw it, but supposedly GTA4 won't have gangs like SA. I'd expect it'd be more like GTA3/VC.

This (not your topic, just the subject of it) is a complete load of crap. R* gave fair warning that SA was intended for mature players & made a reasonable attempt to lock out Hot Coffee. They can't be expected to be responsible if someone hacked the save files & discovered it. It's like saying Ford or Toyota is at fault because someone got drunk & drove one of their cars over someone. Just for the record, they can't buy back my copy of V1.
