As much as I would like having a mini golf game in VCS, I doubt it will happen...Maybe in the next GTA though...(If they have a golf course)

He is involved heavly in guns, maybe if we see him in VCS, we will be inlvolved with missions surrounding this subject.

Without mods, not sure. Its only in one mission in SA where Carls flies to Liberty City and goes to Saint Marks Bistro to kill some Forreli's. I think you can fly there using a Jetpack via the Ganton Gym in Los Santos. Sorry thats all I know, I dont know much about this topic, hopefully someone with more knowledge regarding this will help you...

No, its too far up for that. Also they provide you with a bike and sniper rifle near one of the gardens near the phone...its would be easier to use that.

Loads of people...The locations are shown at the bottom of the screen and there is a blip in the map showing where the target is. The first guy is high up above working on a billboard (If I remeber correctly) You will have to use the sniper rifle provided to shoot him.
