They could have the cut scenes work like that be using the same function they used in San Andreas for the player having extras, like haircuts, tattoos, etc.

Yeah, it can be hidden, but it's not a big deal. Basically what was said is correct, it just holds the cache of a thumbnail copy of your images in a certain directory. Why Microsoft has found a more efficient way to do this as of yet is anyones guess.

Well version 2.0 of the game is the only version to have it removed, so a way to find if you have v2.0 is to look at your in-game menu. The first one, when you first enter the game. In the bottom, right hand corner there should be the text "v2.0". If thats there then it won't be unlockable. If it's not there, it is unlockable.

It's a modification that unlocked previously hidden functions and scenes in-game. Hidden sex scenes, which had the game banned and re-released at a different time with the functions and scenes removed for good. Use wikipedia for all the information on it.
