(I still like Vice's version better) Anyway it's the song "Check Yo' Self" by Ice-T. After the song the Dj says "Now THAT is the true origin of hip-hop." Vice City hints. I don't know which one is which, I get them confused. And there is this screwed up country song about an alligator or something on K-Rose, it's pretty cool.
