Besides, I wouldn't consider Earthbound entirely new, he should be in an award called "Best returned member" as really he's not actually new and is dominating this poll. TNF's been labeled IMO as the smartest GTA player around but Earthbound's already made the gang system take a turn in the right direction. After fighting with myself, I'm going with Earthbound.
